Description:
 
Supports the agency’s Integrated Program Office for GEOINT Data Services (IPD) Chief Data Architect by providing project management and technical leadership for data management strategies on the use, storage, and management of information as the systems engineer and integrator using continuous business process improvement to achieve the NGA Future State Vision customer service strategic objective.
 
Tasks include: 
  • Demonstrating knowledge and experience in data lakes with cloud systems (AWS, MS Azure, etc.) usage such as collecting and storing data information, and securing as well as others.
  • Work with unstructured data as well as structured data to meet mission needs.
  • Incorporating business intelligence/business analytics by developing and deploying data discovery tools (data mining, dashboard visualization, using key performance indicators).
  • Using predictive modeling for business intelligence/business analytics, using knowledge management for data driven decisions, using online analytical processing and alert tools.
  • Demonstrate machine learning , perform data mining, and data modeling using Data Management Systems and building and using dashboards.
  • Demonstrate experience in building Data Lakes (Visualization and Data Lake – VANDL).
  • Demonstrate understanding Common Analytic Environment (CAE), that will be used for cloud integration and adoption.
  • Develop Concepts of Operations and Communication Plans for customer usage.
  • Collaborate with Customers, engineers, analysts, project managers, mission partners, other stakeholders to communicate Data Management activities across NGA & NSG.
  • Forecast new capabilities and service needs for use in planning the Business Intelligence architecture and Business Intelligence collection focusing on Data Sciences.
  • Report progress achieving project Mission Based Outcomes (MBOs), mission/business results/activities status.
  • Identification and management of appropriate performance measures and metrics for  assess the overall state of the Data Management across the enterprise.
  • Ensure quality standards are measured and maintained through the NGA life-cycle.
  • Ensure mission & information assurance, and security policies and standards are adhered to.
  • Keep NGA project leadership apprised of NGA Data Management activities priorities & current status.
 
Required Qualifications:
  • Active TS/SCI Clearance (with a current SSBI favorably adjudicated within the last 5 years)
  • BS in Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline
  • 16+ years IT SE&I&A (e.g., planning, scheduling, analysis, capability implementation, process) experience, with 10 years recent agency experience
  • 10 years SE&I experience working with GEOINT capabilities, Portfolios, PORs, systems,  segments
  • Must have Agile experience or SAFe Agile Certified
  • Broad knowledge of NGA and IC/DoD architectures and missions, both as-is & Future State Vision (FSV)
  • Knowledge of NGA Strategic Objectives and Portfolio Initiatives (ABI, OBP {SOM, MoW}, NGT, OIT)
  • Able to identify derived mission capabilities needs from CONOPS and mission workflows, and to identify deficiencies in current capabilities and processes, & perform tech insertion into mission migration strategy
  • Ability to identify mission, work flow, inefficiency, technology gaps in current capabilities and processes
  • Strong customer service/teaming, data gathering/analytical skill; able to collaborate across functional team
  • Strong interpersonal, problem-solving, organization, client relationship, multi-tasking, load-balancing skill
  • Strong written, verbal, presentation skills; ability to lead tech forums with senior government personnel
  • Ability to interface and effectively communicate with mission and technical personnel at multiple levels
Desired Qualifications:
  • MS in Engineering, Computer Science, Info Systems, Math, or related scientific or tech discipline
  • SE&I (INCOSE, DAU), IT (ITIL), IA (CISSP), Agile (SCRUM), PMI/DAWIA certifications/proficiency
  • Experience/proficiency working in customer service organization, preferably in an online environment
  • Experience in strategic planning, especially as it applies to online virtual web services business operations
  • Working knowledge of the NSG, NGA (KC’s, POR’s, TA’s, Portfolio’s organizations {especially CS Pf})
  • Project Engineering / Technical Task Lead & Agile SE&I (SAFe implementation) skills/experience
  • Experience in commercial industry IT Systems & Technology, including product workflows, information ops/assurance, cloud-based service oriented architectures, data/metadata standards, industry best practices.
